GHG3 was rolled out under the Biden administration but came under heavy fire from trucking stakeholders, many of whom characterized it as damaging to carriers.

The rule had "put the trucking industry on a path to economic ruin and would have crippled our supply chain, disrupted deliveries and raised prices," said ATA President Chris Spear.
