WASHINGTON — The American Petroleum Institute will pursue an aggressive policy agenda during the first 100 days of the incoming administration of President-elect Donald Trump and his four-year term, the trade group’s president said here during the organization’s annual State of American Energy event.

If results from Phase 1 regulation of greenhouse-gas emissions from trucks are an indication, Phase 2 standards should improve vehicle efficiency further but also add cost and complexity to new trucks, according to an industry webinar on the final rule issued in August.

Vehicle tailpipe and crankcase emissions are the highest sources of methane emissions from heavy-duty natural gas-fueled vehicles and the fueling stations that serve them, according to a study by West Virginia University scientists.

The U.S. average retail price of diesel rose 4.6 cents to $2.586 a gallon, according to the Department of Energy, as the price of oil rose past $55 to an 18-month high, then fell later in the day Jan. 3.

Truckers filling their tanks with diesel in Michigan are paying 11.3 cents more per gallon in tax than they did last month as part of a 2015 law designed to eventually produce $400 million for the state’s roads and bridges.
