The 2025 Wells Fargo Supply Chain Report confirmed a prevailing belief that businesses were proactive in importing freight to the U.S. in advance of tariffs taking effect earlier this year.

President Donald Trump’s decision to scrap the policy means that surprise bills will increasingly accompany deliveries that have become a staple of modern life for many consumers.

The Universal Postal Union said it sent a letter to Secretary of State Marco Rubio on Aug. 26 to express concerns the agency’s member countries have about the end of the “de minimis exemption."

The announcement follows similar moves by postal services from the European Union and several other countries as the de minimis exemption ends Aug. 29.
