SACRAMENTO, Calif. — The country’s most populous state could become the first to require a portion of new truck sales be electric or “zero emission” vehicles as California grapples with how to clean up its worst-in-the nation air quality.

The Minnesota Department of Transportation has released a report that provides recommendations for reducing greenhouse gas emissions across modes of surface transportation, including heavy trucks.

Amazon.com contributed more greenhouse gas emissions last year than some big competitors in retail, logistics and technology, but less than rival Walmart Inc. and the world’s biggest energy companies, highlighting the growing scale and diverse businesses of the conglomerate.
