FMCSA Aims for September Publication Date for Intermodal Chassis Safety Regulation

WASHINGTON — The U.S. Department of Transportation is aiming to propose a rule in September that would mandate which companies — ocean and rail carriers or trucking companies — are responsible for the safety of intermodal chassis that hook cargo containers to highway tractors.

STB Chief Says Rail Capacity Hard to Increase

WASHINGTON — Roger Nober, chairman of the Surface Transportation Board, told trucking industry executives that freight railroads are having difficulty meeting the increased demand for rail service because they have very little excess capacity.
