Some steelmakers in Canada and Mexico are telling customers that they are refusing new orders to the U.S. on concerns that President Donald Trump soon will reimpose duties.

Trump will act swiftly after the ceremony, with executive orders to clamp down on border crossings, increase fossil fuel development and end diversity and inclusion programs.

Canada’s draft plan to retaliate against U.S. tariffs may roll out in stages, with the government preparing to hit all American steel and aluminum products with counter-tariffs if necessary.

Canada has drawn up an initial list of C$150 billion of U.S.-manufactured items that it would hit with tariffs if President-elect Donald Trump decides to levy tariffs against Canadian goods.
