California would ban the sale of new cars and trucks powered by fossil fuels in 2040 under legislation introduced Jan. 3 in the state legislature.

A California lawmaker wants to put the state alongside China, France and the U.K. and have its legislature consider a ban on vehicles powered by fossil fuels.

An energy transition is underway. Solar and wind are being added in ever-greater numbers. Electric vehicles are becoming more commonplace. Meanwhile, policy makers are grappling with the right mix of policies to pay for it all.
