WASHINGTON — The United States Congress has approved a landmark $1.9 trillion COVID-19 relief bill that takes aim at twin pandemic and economic crises that have upended the nation for the better part of a year. The package, which includes funding for transportation corridors, was signed into law by President Joe Biden on March 11.
