Efforts to provide a nationwide port-of-entry pre-clearance process for trucking appear to be rolling into higher gear, with a good push from participating states, but there is still a mountain to climb.

Despite the apparent lack of funding in some states and disputes over which administrative models should prevail, 42 states are moving ahead to put in place some form of the Commercial Vehicle Information Systems and Networks. CVISN — pronounced “See-Vision” — is the federal Department of Transportation’s baby but the states have to nurture it.

As a long-haul truck rolls into a state and approaches the port of entry, the automated process would check the carrier’s identification and safety record as well as vehicle registration and fuel tax payment credentials from the International Registration Plan and the International Fuel Tax Agreement.

As in weigh-in-motion, if everything is in order, the driver would be signaled to continue down the road without stopping.
