Lawmakers on Capitol Hill are scrambling to jack up highway spending for fiscal 2003, despite the Bush administration’s reluctance to increase deficit spending during an economic downturn.Advocates of increasing spending by $4.5 billion say the administration’s proposal to cut highway outlays from $31.8 billion in 2002 to $23.3 billion in 2003 would retard economic development and eliminate jobs.This story appeared in the Feb. 18 print edition of Transport Topics.
