A law mandating an exit as well as entry visa for aliens crossing land borders of the United States is doomed without ever being implemented.

Trucking, fearful that extensive checking of visas would slow traffic and add to the congestion at border crossings, has been trying for several years to kick the provision off the books. Legislation passed by the House on May 23 and the Senate on May 25 leaves visa and entry-exit requirements as they are now.

The legislation’s authors expect President Clinton to sign the measure.

The new bill requires the Immigration and Naturalization Service to upgrade and coordinate its electronic system for managing immigration information now collected at the borders. It also creates several public-private task forces to evaluate border management issues.
