President Donald Trump’s decision to scrap the policy means that surprise bills will increasingly accompany deliveries that have become a staple of modern life for many consumers.

The Universal Postal Union said it sent a letter to Secretary of State Marco Rubio on Aug. 26 to express concerns the agency’s member countries have about the end of the “de minimis exemption."

The announcement follows similar moves by postal services from the European Union and several other countries as the de minimis exemption ends Aug. 29.

The tariff hikes, expected for imports including cars, textiles and plastics, aim to shelter domestic manufacturers from Chinese competition, according to people briefed on the matter.

Q3 data from Statistics Canada’s Canadian Survey on Business Conditions said 42% of businesses didn’t pass along tariff-related cost increases to their customers in the past six months. 

The Port of Los Angeles reported its busiest month on record with container volume increasing 8.5% to 1,019,837 20-foot-equivalent units from 939,600 last year.

The move is part of a broader effort by the administration to take back direct control of key rail hubs along the Northeast Corridor.

Trump has long been a critic of the project, which has been marred with cost overruns and constant delays, arguing that the effort has wasted taxpayers’ dollars.

The statement comes about a month after rival Union Pacific agreed to acquire Norfolk Southern in a cash-and-stock transaction valuing the company at about $72 billion.

Having to pay import taxes on small parcels from other countries likely will be a big change for some small businesses and online shoppers.
