An International Registration Plan decision could put an end to motor carriers’ use of third-party addresses to establish their base in a state for vehicle registration purposes.
IRP’s Dispute Resolution Committee ruled that motor carrier registrants must have a bona fide place of business in the state in which they are registered and that an address cannot be the office of a third-party licensing provider.
The decision came in November in response to a request from Comdata, a provider of credit and debit transaction processing, fuel management and other services. The company had asked the Indiana IRP officer, Jim Poe, to petition the committee for clarification of rules on the use of third-party addresses for base-plating purposes.
The panel made its ruling over objections from representatives of two services — ProCert Inc. and Truckers Bookkeeping Service, both of Oklahoma City.
