While the Department of Transportation estimates the rule will cost $3.4 billion to implement, industry groups contend the cost could reach $130 billion.

American Trucking Associations, the National Private Truck Council and the Motor Freight Carriers Association are among the industry groups conducting extensive surveys and analysis to back up their assertions that the price tag is higher than DOT predicts. Some of the raw data has been made public in hearings on the proposal or in comments submitted to the federal agency.

Donald Schneider, president of Schneider National, testified that his company’s costs would increase 20%, including $110 million in additional tractors, $95 million in additional trailer costs and nearly $10 million annually to pay for the hundreds of additional drivers the carrier would need.
