Lawmakers broke a logjam over creation of a federal Motor Carrier Safety Administration, leading the House to pass a revised version of its truck and safety bill Nov. 18 and clearing the way for Senate passage, which was imminent at press time.

To move the bill forward, legislators removed language that would have eliminated the Single State Registration System and made other changes.

The compromise allowed the House to pass a revised version of its truck and bus safety bill Nov. 18. It also cleared the way for Senate passage, which was expected before Congress adjourned for the year.

If finally approved as expected, the new administration would be established Jan. 1, fulfilling a quest of nearly 20 years by trucking groups for a government agency devoted exclusively to motor carriers, putting trucking on a level in the government with other major modes of transportation, which have their own oversight agencies.
