Bush Names Acting Adminstrator Richard Capka to Head FHWA
resident Bush said last week he intends to make Richard Capka the full-time head of the Federal Highway Administration.
Capka, who was confirmed by the Senate in 2002 as the agency's deputy administrator, has been serving as action FHWA administrator since July when Mary Peters announced her resignation.
Prior to joining FHWA, Capka was executive director of the Massachusetts Turnpike Authority. He also served for 29 years in the U.S. Army Corps of Engineers.
